Amnesty’s 2025 report on Uruguay (published April 2026)

This report highlights restrictions on freedom of expression and access to public information continued. Prison overcrowding resulted in inhumane conditions of detention, and mortality rates were high. Members of the armed forces continued to be prosecuted for crimes against humanity committed during the civil-military regime (1973-1985), but no progress was made in investigations into enforced disappearances during that period. The rate of femicides and complaints for violence against women continued to be high. The provision of mental health services and of social assistance were inadequate. Adolescent pregnancy remained a concern.

Human Rights Watch has released a report, “I, Too, Wish to Enjoy the Summer”: Gaps in Support Systems for People with Disabilities in Uruguay, which documents Uruguay’s shortcomings in meeting the support requirements under its National Integrated Care System for everyone with a disability.  According to the report, Uruguay is among the first countries in the Americas to include personal assistance as part of its national care system, but it has yet to provide adequate services to support the independent living of all people with disabilities, which affects their enjoyment of other human rights.
